MTEs are trays, tubs, sacks, and pallets used for transporting the mail.  Misuse and hoarding of this equipment is commonplace, and costs the USPS and subsequently mailers in replacement costs and the hassle of shortages.

The article even has an email address where the public can report any misuse they see.  I know of one mailer who was shocked to find orange USPS pallets being used in a large chain home improvement store – quite a number of them.  Misuse of pallets in particular are a serious problem, to the point where the USPS is embedding GPS tracker chips into random pallets, in order to help control inventory and identify leakage.
