  1. Sen. Carper has been sent via fax, a copy of my whistle blower complaint. The propoganda that the post office is losing money is a lie.28% of the mail that is processed by independent mail processors is not delivered.Independent mail processors store the mail and the mail is delivered by weight.Once you are on a mailing list you are on it for life.I still get mail that is addressed to my mother who died in 1994.There are not enough carriers to deliver the amount of mail that is processed. All mail is paid for in advance. In 2006 the post office processed more mail than it has ever processed. In 2007 102 new processing machines were put on line. Each machine processes a minimum of 16,000 pieces of mail per hour. The cost of processing the mail has come down because of automation fom $55 per 1000 pieces per hour to $5.The post office generates at least $3 million per hour.28% of this money is not accounted for and all of the transactions between the equipment manufacturer, the independent mail processor and the post office are tax free. The independent mail processor is considered to be the primary customer. These companies are provided with mail processing equipment on the same tax free lease arrangement that the post office has with the manufacturer and they are given discounts for processing the mail. This is racketeering!
