Move Update – Green & Secure

The USPS has implemented a new method for measuring compliance for meeting the Move Update requirement using a Census based approach.  USPS uses scans from Mail Processing Equipment to confirm that addresses for First-Class and USPS Marketing Mail letters and flats are updated to include change-of-addresses (COA) within 95 days of the mailing date.  Compliance is compiled across a calendar month with results shown on the Electronic Verification tab of the Mailer Scorecard.  Assessments will begin in April on March data for any mailpieces exceeding the threshold.

On January 9, 2018, USPS filed a proposed Federal Register Notice (FRN) to introduce the new Green & Secure Program. The Green & Secure method allows the USPS to dispose of or securely destroy mailpieces that are undeliverable-as-addressed (UAA), minimizing the volume of return-to-sender mail.  Mailpieces bearing an ACS Change Service Requested STID (First-Class Mail and USPS Marketing Mail) or an ACS Change Service Requested STID with Secure Destruction will be excluded from Move Update error logging and assessments.
