USPS seeks to delay above-inflation postal rate rise request

“Postmaster General Patrick Donahoe told his major customers in August that he did not want to see postal rates rise above inflation this January, because of the affect such a move might have in pushing mailers into digital alternatives to the mail.

However, yesterday the Postal Service said such a move could come anyway through the various legislative proposals put forward by Congress and the White House.”

Two points.  #1 The mailing industry has been very clear on the request that all this maybe so maybe not is a BAD THING.
#2 I was at the meeting in August that is mentioned in the article above.  Quoting the PMG –  “Plan on no more than a CPI rate increase in January.”  This was met by applause and relief from those present.  Sounds very different from the representation in the article.

Full Service Intelligent Mail Pallet Placard Requirements

One of the Full Service Intelligent Mail requirements that will force mailers to change how they currently handle mail pallets is the requirement for pallet placards to be affixed to the outside of any shrink wrap used to securee the pallet product.  It had been previously reported that this requirement would go into effect in May of 2009, however, the USPS has indicated that they are willing to push the requirement back until the Fall of 09.  This issue was raised and addressed on last week’s MTAC WG 122 Intelligent Mail Implementation teleconference.  I will keep you posted to any further clarifications on this requirement.

Move Update – Form 6014

There was a comment made on an earlier blog post regarding USPS information on Form 6014.  Form 6014 is the USPS “Certification of Move Update Compliance” Form.  There are some great new resources at the revamped RIBBS site here:  http://ribbs.usps.gov/index.cfm?page=moveupdate. Included here under the Important Links heading are links to the Move Update Mailer Advisement Policy, Form 6014 itself, articles, and FAQs – with some specific FAQs dealing with the Form 6014 itself.

I am participating on MTAC Work Group #127, Redesigning Form 6014.  One of our efforts will center around a companion instruction sheet to go along with the form, to help guide folks as to how to use the form in the field.  If you have questions and/or suggestions as to how to improve the Form 6014, please do not hesitate to contact me, I will be sure to represent your concerns to this group.

USPS Standard Drop Ship Mail In-Home Guidelines

As a member of MTAC WorkGroup #120 – Communicating Entry Requirements/In-Home Date Solutions/Seasonality Impact – I have access to some guidelines that have been released for Standard mailers trying to target In-Home dates, and plan transportation of drop shipped mail accordingly.

The USPS is using a color-coded system based on published service standards.  Mailers can target the middle day of a 3 day in-home delivery window using these guidelines:  Click here for spreadsheet

FSS Flats Sequencing System Update

USPS Labeling List Redesign Efforts

Labeling Lists are lists which contain destination ZIP Codes with the corresponding postal facility destination information.  Mailers, presort services, and shippers use the label lists as a reference in order to properly label mail trays, sacks and pallets for delivery.

One of the current flaws in the label list system occurs because the timing of label list changes is out of sync with service standard changes.  Phase II of the effort is in progress now, and hopes to result in alignment of label list changes with service standard changes.

This presentation drew applause from the MTAC audience of mailers and mail owners who have long struggled with inconsistencies and other difficulties posed by the current system.   Changes will be welcomed.

Move Update – DMM Advisory

New Customer Policy and FAQs posted by USPS in a DMM Advisory today:

Move Update Customer Policy and FAQs are posted to ribbs.usps.gov

The policy provides additional details about the Standard Mail transition period, and the verification process for both First-Class and Standard Mail.

Still no clarifications on the use of the 6014 form – however, a new MTAC work group is being formed specifically to cover the 6014, I will be participating and keeping you posted.
