Postal Regulatory Commission Approves Mobile Shopping Promo for November

USPS Mobile Shopping Promotion

HIGHLIGHTS:
>upfront 2% discount; additional 1% on orders fulfilled via Priority Mail

REQUIREMENTS:
>Period runs from November 7-Novemeber 21
>Standard Mail and First-Class Mail letters, flats, and cards (presort and automation)
>Intelligent Mail barcode
>The mailings must be submitted electronically via Mail.dat, Mail.xml, or Postal Wizard
>> Mailers must affirmatively claim the Mobile Shopping Promotion on their electronic postage submissions and certify that each mailpiece contains a mobile barcode and meets other requirements.
>Commingled, co-mailed, and combined mailings are allowed, but a separate postage statement is required for mailpieces claiming the discount.
>>Required registration via the Business Customer Gateway.  Still a lot of issues, roadblocks, and plain old broken stuff to fix for this.
>Postage must be paid using a permit imprint, pre-cancelled stamp imprint, or qualifying meter mail

LOWLIGHTS:
>The sale of SERVICES do not qualify

> to qualify for a 1% rebate on the Priority portion, a mailer must demonstrate that during the Fulfillment Period, i.e., November 9, 2012 through December 31, 2012, Priority Mail packages delivered to customers exceeded 0.5 percent of the total number of Qualifying Mailpieces it sent during the Promotion Period (Fulfillment Threshold).  Mailers who believe they meet the Fulfillment Threshold may submit applications for a rebate beginning on January 1, 2013, but no later than February 15, 2013. The Postal Service’s program office will verify the information submitted and, where the Fulfillment Threshold was met, the 1-percent rebate on the pre-discounted postage will be applied to the mailer’s Mailing Payment Account.

I haven’t done a translation in a long time, but here goes…

PostalOne was broken, both access and performance were affected.  We were able to stick enough fingers in the dike to keep that part of the dam wall from collapsing, but we will keep an eye on things so when another area has a breakdown, we’ll be there to shore that up too.

PostalOne Issues Continue

Many mailers are reporting struggling with PostalOne! instability all day.  Up and down, up and down.  No updates from the USPS, will post when something comes in from them.
