This “premium” is a killer.  It is a shame that the USPS is of a mindset to charge for this, the intention, when suggested by mailers, was to add value to the mail, keep mail in the mailstream, and grow the mail.  If the Postal Service wants to charge a premium for everything, it will impede adoption and growth.

I have mailing customers who were very excited about exploring this opportunity to customize their indicias, however this cost will prohibit them from doing so.

Penny wise, and pound foolish.  Isn’t that the saying?

Also – to use the custom indicia, Full Service Intelligent Mail is required.  I support incentives like this only being available to Full Service mailers – however – there is a gray area having to do with the non-automated portion of a Full Service mailing.  If that portion does not qualify for the Permit Indicia customization, mailers would need two different envelopes – not going to happen.
