Scheduled Extended Microstrategy Report Downtime – PostalOne

Friday, August 5, 2011 through Monday, August 8, 2011 the PostalOne MicroStrategy reporting environment will be unavailable to internal and external users during an extended maintenance window. The maintenance window will begin Friday, August 5, 2011 at 8PM CDT and will end Monday, August 8, 2011 at 8AM CDT.

During the outage internal users will not be able to access Verification and Performance Reports for Business Mail Acceptance, Electronic Mail Improvement Reporting and Service Performance Measurement. External users will not be able to access the Mail Data Quality Reports.

After completion of the maintenance the Mail Data Quality and Service Performance Measurement data will require additional processing to apply the data updates that have been held during the weekend outage. The catch up processing is expected to be complete by end of day on August 9, 2011.

Mail.XML Issue Being Worked On

We are currently investigating an issue that is impacting mail.xml users. The system is operational but limited external eDoc and FAST mail.xml users whose communication requires a tracking id for message retrieval are affected. The root cause has been determined to be an IBM software patch that was applied Thursday night. We are actively working this issue and the patch is being rolled back to address the problem. No outage will be required to complete the resolution activities.

PRC Will Review USPS Post Office Closing Plans

The Postal Regulatory Commission will immediately begin its review of the Postal Service’s plan to consider closing approximately 3,700 post offices. The Postal Service is required to ask the Commission for an Advisory Opinion on any change in nationwide service it proposes. An initial schedule for the Commission to decide this case (Docket N2011-1) will be issued shortly.

DMM Revision: Reassignment of ZIP Codes Between Memphis NDC and Dallas NDC
Effective September 6, 2011, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 246.3, 346.3, 366.4, 446.3, 453.3, and 466.4 to incorporate the following mail processing changes:

Mailers preparing destination network distribution center (DNDC) mailings must change their mail preparation for mail addressed to 3-digit ZIP Code™ 706 destinations by labeling those containers to Memphis NDC, and enter that mail at the Memphis NDC facility rather than at the Dallas NDC facility. Mailers with DNDC mailings must also change their preparation for mail for 3-digit ZIP Codes 713 and 714 by labeling those containers to the Dallas NDC rather than the Memphis NDC. We also removed the unassigned ZIP Code prefix 771 from the eligibility exhibits.

Make these mail preparation changes as soon as practical, but no later than August 20, 2011.

Senator Collins: Mailers should not pay for USPS problems

It is not “reasonable” for mailers to pay above-inflation rate increases to recover shortfalls from “avoidable or structural problems” at the US Postal Service, according to the author of the most recent postal reform legislation in the United States.
