USPS Enhancing Parcel Competitiveness with Product Reclassification and New Extra Service

From the DMM Advisory:

Two filings yesterday at the Postal Regulatory Commission (PRC) are a part of continuing efforts to enhance our parcel offerings in the highly competitive shipping marketplace

One filing moves Commercial First-Class Mail® Parcels – which are largely used for lightweight merchandise fulfillment – from the market-dominant product list, and adds “Lightweight Commercial Parcels” to the competitive product list. This move does not affect retail single-piece First-Class Mail Parcels.

We also filed to introduce Adult Signature service, allowing Express Mail®, Priority Mail®, and Parcel Select® commercial and online shippers to request the verified signature of an adult upon delivery.

We’ll use DMM Advisory to keep you updated on the progress of our filings.

The USPS is committed to providing your company with the highest level of service possible and would like to notify you that on Saturday March 12, 2011, from 10:00 AM to 10:00 PM Central time, USPS will conduct a planned maintenance outage. During this period, the transmission of CONFIRM® data into your account and access to the Mail Tracking & Reporting website will be temporarily unavailable. Upon completion of the maintenance, access to the MTR website and normal data processing will resume.

CONCURRING OPINION OF CHAIRMAN GOLDWAY –

I am troubled by the Postal Service’s disregard for the regulatory procedures established and often reiterated by the Commission, particularly with regard to the reliance on an unapproved costing methodology in this case.  I believe the workshare discounts that the Postal Service has proposed continue to allow for inefficiencies in mail processing.  However, I concur with my colleagues that meeting the price cap requirements is of primary importance.
